Preheat oven to 400°F (200°C).

Boil the peeled and cubed potatoes in salted water until tender, about 15 minutes. Drain and mash with butter and milk until smooth.

In a large skillet, brown the ground beef over medium-high heat. Drain fat.

Add the chopped onion, carrots, and celery. Sauté for 5 minutes.

Stir in tomato paste, Worcestershire sauce, beef broth, and thyme. Simmer for 10 minutes until slightly thickened.

Add peas to the meat mixture. Pour into a baking dish.

Spread the mashed potatoes evenly over the top. Bake for 20-25 minutes until the top is golden brown and filling is bubbly.
